The International Science and Technology Center

The International Science and Technology Center (ISTC) was established by international agreement in November 1992 as a nonproliferation program.

The ISTC coordinates the efforts of numerous governments, international organizations, and private sector industries, in peaceful scientists engagement and confidence buildup in Russia and the Commonwealth of Independent States creating new opportunities in international partnership. Through its political, legal, and financial frameworks, the ISTC contributes to Fundamental Research, International Programs and Innovation and Commercialization, by linking the demands of international markets with the exceptional pool of scientific talent available in Russian and CIS institutes.

Current Parties to the ISTC agreement:

Governing Board Parties
- Canada
- European Union
- Japan
- Russian Federation
- United States of America
- Republic of Belarus (rotating board party)

CIS Parties
- Republic of Armenia
- Georgia
- Republic of Kazakhstan
- Kyrgyz Republic
- Republic of Tajikistan

Other Parties
- Kingdom of Norway
- Republic of Korea

The ISTC core activity is the Science Projects Program, supporting thousands of Russian and CIS scientists in peaceful research including the resources of hundreds of collaborators and Partners. Through 2009, the ISTC has funded over 87,000 scientists and their team members in more than 1,000 research institutes.

The Science Advisory Committee of the International Science and Technology Center

The Scientific Advisory Committee provides expert scientific evaluation of project proposals, determines new directions for project activity, and evaluates ongoing projects. The SAC meets three times a year to review the proposals based on the scientific and technical merits of each proposal. The SAC makes recommendations and then forwards its review to the Governing Board, which considers the SAC’s recommendations and decides if the proposed project deserves funding. Additionally, annually SAC seminars are organized by the ISTC on a broad range of subjects of current interest to the science and technology community. The objective of these seminars is promoting exchange of S&T information for stimulating new ISTC projects, fostering contacts between Russian and other CIS scientists and their colleagues from other ISTC Parties with the aim of developing new collaborations.
